The principle is simple: if you own something, you should have the right to repair it. Yet, for modern consumer electronics, this fundamental right is being systematically eroded. Manufacturers are increasingly designing products that are difficult, if not impossible, for anyone but themselves to fix. They restrict access to necessary parts, schematics, and diagnostic tools, creating a closed system that forces consumers into expensive, manufacturer-controlled repairs or premature replacement. This isn't just an inconvenience; it's a calculated strategy that harms consumers, stifles competition, and devastates our environment. A legally mandated Right to Repair is the necessary solution. It would empower consumers by lowering repair costs and extending the lifespan of their devices. It would foster a competitive market for independent repair shops, creating local jobs. Most critically, it would combat the escalating crisis of electronic waste, one of the fastest-growing waste streams on the planet. While opponents raise concerns about safety and cybersecurity, these are solvable problems that can be addressed with targeted standards, not by denying a fundamental right of ownership. These concerns are too often a smokescreen for anti-competitive behavior. It's time to restore balance and common sense by ensuring that ownership truly means ownership.

First, the proposal is far broader than it sounds. Requiring manufacturers to hand over diagnostic tools, firmware access, and schematics to any independent shop or individual is, in practice, a compelled disclosure of proprietary engineering. Modern phones and laptops are not toasters. Their security depends on tightly integrated hardware and software: secure enclaves, biometric sensors, encrypted storage, and pairing between components that prevents a swapped fingerprint reader from becoming a backdoor. A mandate that forces manufacturers to publish the tools that bypass those pairings does not just help honest repair shops; it hands a roadmap to anyone who wants to harvest data from a stolen device or install counterfeit parts that phone home. My opponent says these concerns can be handled with targeted standards, but a standard that lets some parties bypass security while excluding others is exactly the kind of exception that fails in the real world.
Second, safety and liability. Lithium batteries, high-voltage displays, and sealed water-resistant enclosures are genuinely dangerous when repaired badly. When an untrained third party installs a knockoff battery that later catches fire, the manufacturer's name is still on the device, and the manufacturer is still the deep pocket in the lawsuit. A mandate that requires companies to enable repairs they cannot supervise, while leaving them exposed to the consequences, is fundamentally unfair and will push up prices for every consumer to cover that risk.
Third, cost and innovation. The word affordable in this proposal is doing enormous work. Who decides what an affordable part is, and for how many years? Forcing a company to stock and sell components for every model it has ever released, at government-approved prices, ties up capital and engineering time that would otherwise go into better, more durable products. Smaller manufacturers and startups will be hit hardest, because they lack the logistics networks to comply. The predictable result is less competition, not more.
Fourth, and most importantly, the market is already moving. Apple, Samsung, Google, and others now run self-service repair programs, sell genuine parts, and publish manuals, largely because consumers asked for it and because durability has become a selling point. Independent repair chains thrive. Companies compete on repairability scores. Voluntary programs can adapt as technology changes; a statute written for today's devices will be obsolete for tomorrow's foldables and wearables, yet still binding.
If we care about waste, we should use tools that target waste directly: recycling requirements, trade-in incentives, and transparent durability labeling that lets buyers reward repairable products. What we should not do is compel companies to expose their security architecture and absorb liability for work they did not perform. Competition and voluntary repair programs give consumers what they want without those risks. I urge you to reject the mandate.
